I can't find how to build planes to equip new carriers

Firstly, look at the 'Aircraft Types' screen. It's the 4th button of the middle column underneath the ship list.

This tells you what aircraft you have - aircraft with a 'dev' listed are under development and will not be assigned for ship use.

Above this is the 'Air Groups' button. This will list all air bases and carriers that you are operating.

Highlight the unit you want to give aircraft, then right click and select 'assign'. This allows you to pick an aircraft role (e.g. Fighter or Torpedo Bomber) and select how many of that aircraft type you want to assign. The game will then populate the squadron automatically.

Note: you cannot assign a role for which you have no active types - so if the Dive-bomber is still in 'Dev' status, you need to wait a while.

Note: You do not need land based aircraft to be carrier trained, but it is useful to have a small number so trained.

Floatplanes are handled differently, and are automatically assigned to any vessel with air capacity that is *not* a CV or CVL.

Note: You can also assign aircraft to carriers through the ship list, however you lose access to the 'copy' and 'paste' air-group functions by doing so - very useful to populate several carriers with the same sized air capacity.
