Soviet Leader Listing/Rating

I have always enjoyed the aspect of trying to put the best officers in command. I created a notepad document where I have all the Soviet generals listed by rank and originally just by combat rating (with the other skills secondary in the sort order). I used this sheet to help me see who was commanding what and who I had available with a better combat rating to replace officers.

Recently I've added a new indicator - a Tier to help me identify the better officers in the Red Army.

Tier 1 is an officer who has ALL skills 6 or more (I take into account whether they are better infantry or mechanized)
Tier 2 is an officer who has any skill at 5 but all others at 6 or above
Tier 3 is an officer who has ANY skill at 4 or below

Examples:

P-M-I-A--I-M
9-6-8-7--7-6 GENM Fyodor Tolbukhin (Tier 1 officer with all skills 6 or more)
8-5-7-6--7-6 GENL Maksin Purkaev (Tier 2 officer with the 5 morale rating)
6-4-5-5--6-4 GENM Evgeny Zhuravlev (Decent Tier 3 officer but still lacking in the morale area)
7-4-6-5--7-3 GENM Ivan Galanin (Tier 3 officer with good combat ratings but lacking in the admin area)
6-3-4-3--4-2 GEN Konstantin Kolganov (Tier 3 officer with somewhat lower than average ratings)

As you can see the Tier 3 officer range from decent to not fit to lead a latrine detail while the Tier 1
and Tier 2 officers definitely stand out.

File attached below. Unfortunately I don't play the Axis so I don't have one of these for the Axis though, from what I've seen in the game manual I'd hazard a guess to say that a German Tier 3 officer would be non-existant.

Naturally I'm not going through the entire list, but even a casual spot check indicates you have morale and initiative scores backwards.

I wouldn't even bother considering political ratings. It only really matters to the AI and even Zhukov will get replaced on occasion.

I do not exactly understand these tiers: is Vasilevskiy Tier 3 just because he has mech 4, regardless of his Adm 9, Mor 8 and Ini/Inf 6?

Many generals just have their time and place, like players in a sports team. Some are stars (Tolbukhin, Zhukov), others are specialists (like Galanin, just put him in the deepest forest where he will never command a motorised unit), some are designed for front-level command (high Adm), some for army-level (high combat ratings) and then there are the weak links, sure. I feel like disqualifying a general from Tier 1 for having 5 Initiative (especially given the generally low Ini values on Soviet generals) is not very useful.

If I were to make such a list, I would rank them like this:

1. Irreplacable: (any rating at 8 or 9) OR 12+ sum of combat ratings (Mech+Inf)
2. Key: 16+ sum of non-combat ratings (Adm+Ini+Mor) AND 10+ sum of combat ratings
3. Good: Combat 9+ AND Non-combat 14+ AND All Non-combat > 3
4. Okay: Everyone else
5. Bad: Combat 6- OR Non-combat 11-
