Game not ending in Steam

Game not ending in Steam

I am trying to work out if this is a local PC issue or one with Steam or something else.

Is anyone else having the problem where WiE does not 'stop' when closed in Steam? I can only continue to play if I end the program (Steam) in Task Manager or restart my PC.
