Can I change aircraft role when designing new model ?

I had a fighter aircraft model.
Then I wanted to design 2nd model of this type but I changed the role from a fighter to tactical bomber.
To my surprise I can't do any air-to-ground attacks with this newer model. Air unit with these models has full supply and also it is able to make recon mission to the hex that I want to target with an airstrike.
Is this a feature or a bug ?
The most dangerous thing in the combat zone is an officer
with a map.

I am not aware of any game rule that would prevent an aircraft from airstriking a hex that it can recon. Maybe if the aircraft is completely unarmed, or if trying to airstrike a minor that you have unclear relations with.

Make sure you have at least 1 recon on the target hex, apparently having no recon blocks air attacks.
