Importance of Minor RR In Rail Repair Strategy

General rail repair strategy is to get as many level 2 railyards attached to your network and repair as many double rail lines as quickly as possible.

Currently I am on T26 as Axis in a GC Pvs.P game. By T28 I will have attached all level 2 or higher railyards to my existing network. Generally speaking, I have double rail lines radiating to all parts of what I plan as my winter line. I will be using my FBDs to clean up all broken double rail lines that still exist behind my lines.

I have been using my extra RR SUs (9 for the axis & 4 for Romanians) by attaching them to 2 extra Romanian corps HQs and 3 extra German HQs. My thinking is that I use them in areas where I can plunk a corps HQ down with say 2-4 SUs attached and clean up patches of minor rail lines. I tend to spend a lot of time thinking about exactly where I should put them and when and it has dawned on me that it may not even matter. Other than obvious spots like tying in a line from Sonda - Leningrad (which I still need to do) does it really matter what minor rail lines I fix. For example, I just fixed all the minor lines that run west-east in the general Bialystok area. The double rail lines that run south-north were already repaired. Does repairing those minor rail lines do anything for the overall capacity/efficiency of my network or is it just pleasing to the eye to see them fixed?
