New Scenario Features activation

Hello,
I’m trying to update a scenario to use the new 64bit features. Specifically the effects of terrain type advanced and weather and day/night affect aircraft sorties. In the editor mode I can select them. I even get a warning about the potential impact of the sorties rule on the scenario. However, when I save the game and come back to it ( either in editor or regular) the advanced terrain tab is not marked as active. Also, the air sorties selection is not visible on the tab in regular game mode. I have tried selecting both and only one terrain feature and have had the same results. Am I missing something obvious or is this a bug?
