An example of Divs ignoring core role?

Have attached zip file. Trying to get the BC divs to follow the B div in core role in line ahead. But it seems the BCs are ignoring the core setting and simply steam ahead in the wrong direction.
Is this due to bad visibility and working as designed, or a malfunction?

Here is another example. Look at 3rd BBdiv, which is AI-controlled one core role with 1st BCdiv as lead. Still it runs into the opposite direction.

And another example. Damaged BC Defflinger doesn't want to rejoin its lead divison, or even follow its core setting.

Another example. 1st BB div doesn't want to follow 1st BC div in core role. Set 1st BBdiv on core and watch how it switches back to independent.

Maybe main force doesn't want to follow scout force?

Btw., when Scout Force is activated, forces of the scout force can't be subjugated to forces of main force and vice versa. Quite annoying if you want to manage a big fleet, is this a deliberate choice or an oversight?
