Invasion delayed due to uncertain margin of superiority

My invasion is delayed even though I have 4BCs+destroyers in region while enemy UK/Russia only has 1KE according to intelligence. May be WAD but maybe should confirm.

Hey, had a save prepared but apparently made a mistake when uploading, sorry for this! Will correct the mistake if this ever happens again, have overwritten the save by now unfortunately

So here is another example. I want to invade Corsica and have a 3BC, 6DD superiority in the Med, but nothing happens. Same game earlier war, same happened with UK's Egypt colony, had several capital ships to UKs zero, and nothing happened.

The AI on the other hand even invades in Northern Europe when it has to fight a full blown fleet battle to even get to the shore.
