Delete the trade from Commonwealth to China. Lend 2 resources from Free France to Commonwealth. Modify agreement from USA to Commonwealth to 3 resources minimum of 3 oil. Lend one resource minimum of 1 oil from USA to Free France.

If Allies win initiative, the Allies will move first.

I am sorry for the delay. We had a bit of a SNAFU that slowed us down a bit. I sent you a separate message about it. And a busy week slowed down my response to the SNAFU.

Germany missed aligning Bulgaria last impulse. We will add Bulgaria as a German minor now instead. No US entry effect (4 rolled).
