This is intentional, as this way one message follows the other in quick succession:

Ok, so this is going to result in two(2) mobilization increases as follows:
1. #MOBILIZATION= [30,35] [1]
2. #MOBILIZATION= [5,15] [1]

for a total of [35,50] ?

Appears that was the intent, because it is documented in the #NOTES section as follows...

In response, Vichy France and Algeria will move 35-50% towards the Axis
