Wish for new port type: Minor Port

The issue we are running into in my Pacific scenario is the ability for ships to fully refuel/supply themselves no matter where the port in question is located/what its base supply level is. You do have major ports, which is helpful, but I'd sure like to see minor ports, with a cap of 5 for both supply and repair. I again realize where you guys are in the product cycle, but just this one little bone would be a massive boon for us scenario makers.

OK, so I'll just request that the (regular) port's imparted supply to ships not exceed its own supply level, or at least top out at 8 if the base supply is 5.
