First Contact with Pirates

I am returning to the game after several months away, and I am looking forward to learning about all the changes that have been made to it.

The first thing I have noticed, however, is that when I first encounter pirates they don't immediately offer a protection treaty, in contrast to what they have always done as far back in the DW series as I can remember. Is this a deliberate design choice, or is there some switch that I need to activate in the overall game or in-game policy settings? I don't mind the change if it is deliberate -- you just throw some money at them and relations improve enough to buy the protection. But I just wanted to make sure I understood the situation correctly.

I believe there are a few types of pirate behavior now, including one which is not amenable to a peace agreement.
