how to create support units

In wite1 I would simply go to STAVKA, click on "assign/form" choose "form" then choose the support units I wanted to create...next turn they would be there...in wite 2 when I go to STAVKA I find no such link....how do I create support troops in wite2? Thank you.

Hi,

You need to use the Build new units button at the top of the screen (shift-b). All units, support and on-map, are build there.
