Upgrading bug

I know that if you are in a ZOC you can not upgrade your units on the front.

HOWEVER

Divisions (alone) do not exert a ZOC. They need at least a second division.

If I had to guess the code just checks to see if an enemy unit is next to them and then prevents upgrades. My suggestion is the check should be changed to, if your unit is currently under ZOC then prevent upgrading. So their is only 1 enemy division next to you then you can still upgrade.

Hi, and yes I can certainly see the argument to have it relative to ZoC, it just has always been a more simple rule of you cannot upgrade if an enemy unit is adjacent.

Something to think about on our end.
