Advanced AI Ignore List not working

Found an issue where the AI is ignoring the ignore list. Allies are setup to ignore the city of Vyborg (near Leningrad) and not do any planning. The Offensive.txt file has no references to it for anyone except for Finland (which is Axis not allies)

Screenshot below shows a Russian unit that was assigned offensive operations against Vyborg

I think I know what is causing this bug, I believe it is due to the fact the territories exchanged hands (by events) from Finland to Russia and that then removed them from the no planning list.

If that is the case I suggest that this not happen and that the plan list stays in effect regardless of the province being given to someone else via events.

The lists never actually get reset in any way during game play, so it is either some other bug, or perhaps it was not on the list of exclusion positions, e.g. maybe added after the game was started?
