Oceania AI opportunities

I played two Hard Difficulty games on Oceania (worlds were mixture of large continents and Islands), and there were a few times where the AI could have made a few moves that would have been a real nightmare to defend against. (Though the AI was definitely challenging as-is - not complaining at all).

The first was I was deep into invading an enemy, while another enemy started to build heavily on a border not too far from my primary SHQ. They had a lot more forces than me but I was able to slowly build up in that area, hoping for entrenchment and defense in depth to buy me time if the second enemy AI invaded. Over a period of about 15-20 turns they simply sat there (further building forces) but never invaded until it was too late and I was able to return my entire army to this area of the map.

Suggestion: If the human empire is at active war with an AI, make secondary AIs a little 'bolder' if they're interested in territory or resources.

The other item I noticed was when Oceania first came out it seemed enemy AI would invade really close to your SHQ but now only invades at further edges of your territory. I see pros/cons to both (Edges may be easier to take, and may not frustrate the human player if it's too easy to take their Capital).

Suggestion: On higher difficulty levels, have the AI randomize it's invasion locations as opposed to focusing on outskirts.
