Operations Planner/Strike Planner - Limited to Aircraft Missions or Can Be Used to Create Coordinated Missile Strikes?

Is the Operations Planner / Strike Planner limited to aircraft missions or can it be used to plan and execute a coordinated strike using missiles launched from different ships and submarines? Looking to have coordinated strike so that missiles launched from different vessels in different locations/directions have the same ToT.
