Possible exploit winter '41

Shouldn't the transfer of units to the TB be associated with some level of logistics penalties or other penalties in order to avoid the German player to teleport all Panzers to the TB for free during the winter of '41? Maybe this can be addressed before the release of the OOB 2.0? Thanks.

Don't play with open TB's. OR have a house rule that this should not be done.

Don't you loose all the trucks from divs sent to TBs?
IIRC they refill from the pool when brought back, but since you never have enough trucks it results in a permanent nerf to their movement?
Might be totally wrong on this and it wouldn't be a big penalty.
