[1.21m] PP req for creating a new SHQ higher than game states

When creating your second SHQ, the game states the cost is 10 PP. However for the button to not be greyed out, you actually need to have 20, even though the game will subtract 10 when you do manage to press the button.

Checks for later SHQ costs could be similarly off.
