[1.21m] Recon missions give too much XP

Air recon missions give 24 XP, while you can execute many per turn with zero risk. This leads to tedious gameplay. Gaining XP for missions that involved no combat should be disabled.

I have trouble reproducing this bug report. Do you have a save file with specific instructions how to replicate maybe?

XP earning by recon is modified by AP used by the way. And it should be quite low... not +24 XP indeed.

1. Load the save
2. Choose 6th fighter air wing down in Leadmountain
3. Select a recon mission at 29,22 just one hex south from the base
4. Commander gets 36 XP!
