[1.21m] Several planes model cost unaffected by hazard

Medium (2e) and Heavy (2 and 4e) and X-Heavy plane IP model costs seem to be unaffected by planet hazard level. I have not tested helicopter or X-heavy(6e).

PS: For comparison here is a small thopter with appropriate IP cost for Hazard.
PPS: And the first page of the Heavy Aircraft (2e) Design log that for some reason it didn't put in the first message.

Nice catch. I indeed forgot to add the bigger plane level models to the list! Will be fixed upcoming open beta.
