One partisan in China. Placed in Haichow. The disorganized transport survived the overrun. Rebased it and the Cruiser in Fukuoka.

Read "Rules as coded" on page 48 and explain to me how ships went from the 3 box of the Baltic Sea to Brest?

Brest is a port bordering on both the North Sea, and the BoB. In this case my fleet sailed through the North Sea and from there entered Brest, a port bordering the North Sea. The rules forbids moving through from the North Sea to the BoB but does not forbid moving into Brest. This is as indented, as there was an historical event where the Kriegsmarine sailed battleships through the English Channel without any significant interference from the Allies.

However, with that said, if you have an issue with it I am open to discuss it.

• You can’t move naval units between the North Sea and the Bay of Biscay (even via Brest or Plymouth) if a
major power you are at war with controls London.

The “even via” clauses apply only when attempting to move between sea zones through the port in a single
naval move. A unit can move into the port from a sea zone in one step and then move out to sea in the other sea zone
in a later step.

Well, perhaps I don't understand the rule, but no big deal. I will proceed with the game.

I used 3 oil to reorganize everything for Germany like below.

I am sorry. I didn't have time before to look at oil use and such. I will do so shortly.

If it isn't to much trouble I think Germany would like to use less oil.
