Allied builds sent.

There seems to be a bug with the VF build points. I ordered them (2 BPs) traded to Germany, but they could not be delivered somehow. And VF has now lost them, so two BPs has disappeared.

The bug is either (IMHO):
1) The bug is that they could be traded even though trade is not yet allowed according to rules.
2) The bug is that they could not be delivered even though a route is obviously there.

Either way, it doesn't seem that important to me.
