[1.21p?] Pacts are not removed if empires are forced to war

If a friendship pact forces you to declare war, all pacts like trade, science, non-agression, stay, that probably should be changed.

Investigated. This is intentional. All pacts stay in place except any "diplomatic" Pact, which can maximum be level 1 after this.
