how can I prevent the evacuation of encircled troops from ports?

By destroying the port with the Luftwaffe? is that enough ?

Naval patrol the sea hexes around the port so your naval interdiction points are two points above the enemy's in the ratio. 3:1 is interdicted; 4:2 is interdicted etc.

This ratio must be maintained throughout the enemy's air phase and at the start & end of your next friendly air phase.
