Confusion with Soviet Artillery TOE and Devices

I've noticed a number of Soviet artillery TOEs that have me confused. They all follow the same pattern as the example below:

The Soviet Light Artillery Regiment's TOE (42 Light Artillery Regiment) goes from 1942-01 through the end of the war. It uses the 76.2mm USV Field Gun which is only being produced from 1939-12 through 1942-12 and there seems to be no upgrade for the gun.

When I look in the editor I see "Last Year: 1942 (scrap 1945)".

Can anybody please explain what's going on? It seems like there are artillery TOEs that keep using weapons that are no longer being produced (some even stopped before the war began).

I think the idea was that when other TOEs get upgraded they shed large numbers of those guns into the pool.

Just be aware that TOEs are filled up based on equipment categories rather than type. So even if you don't have enough 76.2mm USV Field Gun but you have plenty of 76.2mm ZiS, F-22 or M1902 Field Guns (all light artillery), then expect these to be used in the respective TOEs.

Would the pieces used in an artillery formation - such as Light Artillery formations - also be used in a infantry formation or are the weapons separate?

It depends if the TOE of other formations (Rifle divisions/corps, Artillery divisions/brigades/regiments) includes Light Artillery in their TOE. If they do, then yes, this equipment will be "diluted" across the entire units (unless you either disband them or you set their TOE < 100%).
