1.21p Attract free folk versus forced relocation

Here's an exemple where I rolled both stratagems in the same city a few turns appart. Forced relocation rolled while there was rougly 50k free folk, attract free folk rolled later when there was roughly 40k.

Forced relocation:

As you can see a critical roll of forced relocation brought in less than 10 times what a much lower roll (it would have been a failed roll in a lot of situations) of attract free folk brought and did it without any deaths. Comparatively forced relocation attracted roughly what I would expect in one turn from luxuries with a policy aimed at helping the private economy with high wages and allowing private mines.

In another test I relocated roughly 35k out of 40k free folks. Attract free folk removes the relevance of any method to passively attract free folk from play as the stratagem draws most of the free folks. The following turns more come to replace the missing free folks that can be attracted again after a bit.

'Attract Free Folk' does look pretty strong.
'Forced Relocation' might work better in other situations, say when the ratio of free Free Folk to troops used is lower. It is also a much cheaper card to produce.

Agree

Halved the PP cost for Stratagem “Forced Relocation” and random boost to result possible. Divided by 3 the result of the Stratagem “Attract Free Folk” and doubled the PP cost. (note that Attract Free Folk takes a % and Forced Reloc much less so, also notice that Attract Free Folk requires good Zone Pop Happiness to work)
