India not Joining

In my current PBEM game, India has still not joined. I selected no to the decision event but I thought there would be a 25% chance per turn after jan 1, 1940 to join Allies. It's Jan 1 1941 now and stl no India. Is this a bug? For context London has fallen so maybe that changes something?

The 25% chance doesn't start til 1st January 1941 not 1940.
