Transfer Mission KickOff

I have a Transfer mission between an Ammo Shelter and a Single Unit Airfield. If I start out with an LSVR inside the Ammo Shelter, the mission kicks off just fine and transports as expected.

If my LSVR does not start inside of the ammo shelter, it will not perform any of the mission.

Is it working as designed to not kick off the mission if it doesn't start inside of the shelter?
If it is WAD, how do I get an LSVR inside of the shelter?
