A percentage of the Tax debt must be paid along with debt to traders

In some of my mid late games, traders ability to acquire stocks become difficult due to supply disruption and leads to spikes in debt from spending on assets. With cities with a low number of public buildings and an empire low on cash, it gets disruptive when a $3000+ debt to traders must be paid off before getting the tax revenue from the sale taxes levied.
