Light cloud cover 0 visbility question

Im just curious is it normal to have 0 LOS visibility with light cloud cover if your aircraft is above or in the clouds? I tried anything from aircraft with mk1 vision all the way to the newest Pods at different altitudes in day time and never able to spot any ships and such. I figured with light cover you can still see majority of the ground through the gaps but just with reduced spotting at random.

I think the way it works...and this may be wrong some but seems to at least be the basic idea based on my own play . Light cover say is X% cover. Say as example X is 20%. That doesn't seem to be that "you can see 80% of the ground" but, rather, that there is that X%20% chance in the example, that you cannot see anything.

I'm not sure what the % actually is for each level, just that it seems to follow that idea.

I would suggest posting a save. If you are using advanced IR pods and not able to see ships at range, something is not right.

Basic scenario of F18 with IR pod and F35C flying just above low light cloud layer trying to spot a huge commercial vessel in day light. Flying above clouds I get nothing, as soon as I pass under the layer it instantly spots the ship.
