Treaty tonnage Calculation Error?

So the image shows it all -
From the normal game screen I'm showing over the treaty fleet tonnage so I scrapped over 60K tons of ships to get down to only an excess of 23K.
Then I looked into the almanac to see what was going on, and see I'm under the total limit (450k) - but it's still asking me to scrap more!

Is there a bug in the calculations?

It's a game breaker for this run as 1x BC, 2x CVL (56K tons) plus numerous DD/KE have been scrapped which needn't have been,

Its hard to say what might be going on without looking into the save itself; if you can zip up the entire save game folder and either post it here, or post it to a file-sharing location and post a link to it, that would help us a lot.
