noob question about TF infos displayed on map

I have recently noticed the little difference between these 2 TF infos.
The Task Force 141 has a 'detection 8/8' and 'TF spotted'，while the Task Force 13 only has a 'detection 3/5'.
I am confused about these infos, did Task Force 13 got spotted or not? If TF 13 did get spotted why there isn't a 'TF spotted', and if not why there is a detection level?

Searching gives the detection levels that you see, if you know how the searching works then that can help understand the detection levels presented.
