Freight movement

Partisan attacks and interdictions cause the increase of movement costs. How it will impact the freight movement? Freight is moved by SMPs not MPs. Because it is not mentioned in the living manual, am I correctly guess that there has no impact al all? The only scenario that affects the freight movement is the blizzard scenario.
