Benefits of assault HQs and HQ overload

As per the manual:

"These advantages do not accrue if:

• If either the Assault HQ or any other HQ in the command chain is
overloaded in terms of Command Points (21.11.6);"

Does this mean that EACH and EVERY HQ in the command chain has to be at or below its command capacity? If so, the German southern front along with the 1st Pz. Group is practically screwed due to the fact that Heeresgruppe Süd is heavily overloaded and there isnt any way to solve this problem before the Heeresgruppe A/B split..

Yes, every HQ, which even includes army groups, cannot be overloaded. Yes, it is really really stupid that it is set up like that, and makes no actual historical sense, and is also very bad QOL.

Damn.

Is there a workaround regarding the situation of HG Süd? Should I attach stuff to AG Antonescu for example?

The 1st Pz. Group is the bread and butter of the southern front and I would hate not exploit every advantage I can get to increase their effectiveness.

Edit: Also, did the devs give any explanation as to why these changes have been implemented in the first place?

Edit the scenario and add some additional HQs is the only real solution. I am playing a Stalingrad to Berlin game, incidentally, where we unlocked the HQs in theater boxes, and that at least helps. I personally would not start a new game as Axis without a minimum the HQs being unlocked being modded at this point.

I mean this is something that gets noticed within a turn or so, therefore there HAS to be a well substantiated explanation (in-game balancing, historical reasons etc.) why the devs decided to implement these mechanics.

I really wouldnt want to mod someting out if that particular in game stuff is WAD.
