Use Oil:

Germany:
All units are reorganized for 2 oil (2,3). Use two oil in Vienna, and part of oil in Budapest and Kirkuk for Beirut CP.

Italy:
All units, except one SUB, are reorganized for 2 oil (2,2). Use oil in Budapest first, then Turin, and finally the Kirkuk oil for units in Africa.

Japan:
All units, except a few ships (see picture), are reorganized for 1 oil (1,45). Use oil in Osaka if possible.
