Extremely low FPS on Good PC

Hello, I am getting between 7-12fps on my turn, which is making it painful to scroll around the map.

Any tips on how to improve? I'm outside my 2 hour refund window and in any case would like to enjoy this game...

I've tried the following things so far, none of which have made any difference:

- Updating drivers to latest
- In game graphics low/high
- Full screen/windowed
- Setting the application into "High performance" mode at windows level

I have attached my dxdiag information to this, please someone help! I can only assume that everyone else enjoying this game is not getting such low FPS?

It is what it is, you can be happy about saving money for wasted CPU/GPU calculations

A trick,.....if you Scroll out, then move your mouse where you want to scroll to, and then scroll in, you are faster than using the "normal" moving of the camera!

There must be a way to improve the scrolling performance... Anyone else? Perhaps a developer?
