"Enemy Dominates the Seas Around X"

Rule the Waves III is a simulation of naval ship design and construction, fleet management and naval warfare from 1890 to 1970. and will place you in the role of 'Grand Admiral' of a navy from the time when steam and iron dominated warship design up to the missile age.

I just had a turn where the enemy declined action twice in a region, and then I got the result that they "dominate the seas around" my possession in that sea area. Pretty frustrating. I feel confident of what would happen in a fleet action; they were smart to decline to fight me. I think there's two things going on: the system counts their tiny obsolete battleships the same as my 50k tonners and in any case a blockade should be broken if the blockaded party either wins a battle with capital ships in that sea zone or the blockading party refuses an action.

Yes, enemy refusing actions can lead to pretty funny situations where you cannot break a blockade for example since apparently you cannot force a sortie in any way.
