Can not withdraw air squadron

2717-vp22 PBY/5 Catalina is supposed to be withdrawn on 4/18/42...but no "Withdraw" or "disband" button appears...just "transfer" I've moved it to several different bases and changed HQ but nothing helps....losing 12 victory points so far...What am I missing? Thanks!!
