Unload colonist command no longer aviable

In the last two betas the "unload colonist" command is no longer available...if this is intentional, I personally consider it a mistake

Thanks for the save. Looking at, are you trying to unload your passengers at Kygnos 1 your capital? If you click on the planet you can see that the population is at it's maximum capacity for the planet's size. If you try to unload colonists on a different planet, you can see that the unload command should appear.

My mistake ... I had tried landing on three other planets, without realizing that they had all reached the population limit
