1.21v Strategic move

It's been a while I noticed this one but I still couldn't nail down what's causing this. I'll attach the save where it happened but it may not be useful.

The issue is that sometimes a unit can't be strategically moved despite having enough logistics and not having fought during this turn. In that case the while arrow to move never appears as seen in the screenshot. I couldn't move this infantry but others would work, the 6th infantry OHQ for exemple could be moved fine.

I stumbled upon that again. This time the white arrow wasn't there but I could still perform strategic move by clicking. I'm pretty sure in other instances it was impossible.

I did work on this recently, but I cannot replicate the reported buggy behaviour. If anybody can figure out how to actually exactly run into this bug that would be really helpful.
