Bombers and sub hunter bonus

I don't know what to think of this result. I have two bombers in range. And my sub hunter bonus is only at 2% taking into account only the DD around. Is it because there is heavy rain on top of the subs? Or, is it always like this?

Is it possible that you can only get one subhunter bonus for air?

I am not sure since I did not write the code.

The heavy rain could be it. It should be easy to test in hot seat.
