This is really annoying after you have just won a battle against that opponent in that very sea area. The loss of prestige is especially galling since this is the currency you spend to get budget increases and positive international relations outcomes. And to give you a prestige for winning a battle and then randomly just take it away from you is frustrating.

It is always "fun" to get this event after you sank several enemy capital ships in a major engagement.

But I don't think this is wrong. If you win a battle, but the enemy is still superior and most of your fleet now has to visit the yards for a month, this is bad for the war effort. The event measures the "as is" state of the war at sea, which can be bad even if the "direction" resp. "first derivative" of the current state is good.

The High Seas fleet might have won Jutland tonnage wise, but the blockade was still there and the Krauts still short of Kraut as a result.
