1.21d Can't Expand Zone Border

Hi,

I created a new Zone and want to reorganize my border. I couldn't expand to a hex since I only have 1 adjacent hex to the new Zone. Could we ease the restriction when all the other surrounding hexes are enemy borders? Thanks
