Treaty tonnage under construction miscalculated

The image says it all. I have 59,400 tons of ships under construction and additionally 2 subs at 1200 each. Where I grew up, that equals 61,800 tons, not the 67,625 tons cited in the error message.

After looking at the save it seems you have 66900 tons building, which is exactly what the game says. Building another sub at 1200 tons will put you at 68100. It seems like it's working as designed. It's possible that there might be a UI reporting issue that's going on, but it's hard to tell from the save. If you see this issue popping up again, please let us know.
