As a reason why I can't assign it a commander. Why not? I actually would expect that you could assign a commander to a ship before it is even completed. Certainly you should be able to assign a commander while it is in the dock getting new radar or AAA installed.

Not exactly sure what you're referring to here. Could you please give us a bit more detail? Do you have a save and screenshot you could share?

You have a ship that is in drydock for a refit. For one reason or another, you want to assign a new commander. You can go to assign commander and pick someone out, but when you try to confirm, you get the error message.

Next time I see it, I'll give you a save.
