Bombing issues

Bombing an enemy city can be extremely lucrative: it is hard to counter (only partially with bunkers, or go on offense to destroy the artillery). It's especially bad if you conquer a city that ends up without bunkers (they can be easily dismantled by enemy): you take losses hits as if it was your population. To avoid people going all scorched earth all the time to avoid taking hits, here are some suggestions:

1. Make an offending party take happiness hits with any incurred civilian deaths. Can be offset with Fist profile?
2. Take less of a loss increase if the local culture is not adapted.
3. Disable disbanding for bunkers. Such structures shouldn't be easily removable, and if you leave them unmaintained they will decay but still be useful

Yes, now that civilian casualties happen regularly it makes sense.

It's also just possible, too easily in my opinion to syphon most of the population through recruits and colonists and disband all assets including private assets before it is conquered. The result is having an unincorporated city with very little manpower and a dissatisfied populace due to no qol so nobody wants to work as worker. This promotes passive gameplay where winning wars leads to losing manpower and resources with little in return. Part of it is expected to happen I think but safeguards to limit the creation of ghost towns would be welcome.
