Not getting leader cards

Playing the game at "normal" level. I am no longer receiving any new leaders in my cards received. I have 2 staff, three zone governors, and two formations now without any leader. Haven't had a new leader card in about 8 turns. What's up with this?

Leader recruitment cards are generated by the General Stratagems task of the Supreme Command Council and the Human Resources task of the Interior Council. All council tasks need bureaucratic points to perform their function. The main source of bureaucratic points is your Bureaucratic Office assets - I'm guessing you've been expanding your number of organizations without a corresponding increase in your production of bureaucratic points.

Thanks. I was playing the simplified version with just the supreme council. Not enough explanation in the 398 page manual on this; couldn't find any reference to how leaders are generated except one vague reference to human resources. I would have thought keeping it simple would help me play the game and learn. Instead I find that I run into crippling gaps in information that totally derail the game while I search the rules and online for answers.
