Based on the excellent explanation in M60's current thread, I now trust these high experience levels were legitimately obtained through combat, or initial settings from a later war scenario like StB.

After a tumultuous ordeal for Jason Broomer on saving the game to the server after a few tries only to find that the file had become corrupted. Joel Billings was able to get Jason Broomer the start of his turn 8 which after going through the turn, I believe 3 times, Jason Broomer was able to finally finish turn 8. I commend Jason Broomer for keeping his turn to the general amount of losses he did the first time through. Jason is a man of Honor, although I was expecting the worst.

I evacuated EVERY single factory on the map. Yup, you heard me correctly, "I evacuated EVERY single factory on the map, that I believe will be overrun by the Germans in later turns, on turn 1. I used to do this in WITE1 and doing it here in this game. Not only am I going to fight open TB's with every Tom, Dick, and Harry from the Open TB's but I am going to do it with fewer Airplanes, tanks, and other misc equipment until those factories come back online.
I plan on defending Leningrad and Moscow at all costs. The Baltic countries to a lesser degree. Everything else will be given away at wholesale prices, $0.0.

I have always loved the VL area with a yellow box highlighting the area. In WITE2 the Soviets never seem to have adequate units for this area, at least to my taste. In my opinion, this area is a gold mine for both sides. I will always take this area if given the chance.
Light defense around Smolensk. Pushed most units towards Leningrad first.

At least as far as I am concerned, I don't think it is really possible to do in the same way. The main bit that is a bit complicated is figuring out where to rail which units so that the most are able to unload in the same turn, but that is not too bad once you get used to it. A few pointers from the Axis side of things
Firstly, a boo-boo on the northern pocket almost allowed an exit route
I didn't think that a soviet unit could break this but HLYA came perilously close. Otherwise, I was pretty pleased with my opening which came close to perfect. So on turn 2, we clear away the spam on the Pskov road
Actually this is a good Soviet tactic as it destroys all the rails and obliges the Axis to use an FBD on this important rail line.
We also make good use of morale 81+ units to flip hexes by road (2 MPs per hex rather than 3)
and take advantage of the clear Land Bridge to secure real estate cheaply
Unfortunately we screw up our positioning to leave a motorised regiment exposed in a wood 3 hexes west of Smolensk. Oh well, not the end of the world.

In the south we begin to notice the absence of Soviet troops,
