Scripted flightplans for multiple aircraft

Apologies if I'm missing it somewhere, but I'm trying to set up a scenario where I have a pre-planned flight plan for a couple of Tu-95RT's patrolling the north Atlantic. I create the mission, add three Bear D's from the task pool to that package, and ensure 1/3 rule is selected on the mission settings. I create the flight plan for the first mission execution and it takes off and follows it just fine. However the second and third aircraft do not follow the flight plan of the first even if I have a template created and ready. If I select preplanned flight plans only (no AI generation) the flights never take off since a flight plan is never generation for the second and third flights. Reason for doing this in my particular case is that I'd like the Bear D's to all swing north and refuel first before arcing south. Am I missing something somewhere?

The desired outcome is that if I have 3 aircraft assigned to a patrol package where only one is airborne at any given time, that the first flies its mission and when no longer airborne or is RTB the second and subsequent flights follow the same flightplan.

Is this out of scope of the current flight planner?

I'm pretty sure that at one time all aircraft used the same flight plan on patrols. I just checked my benchmark/test scenario and they didn't. I also noticed that some of my missions were a little messed up so I think something changed in the last few updates. I'll if some setting isn't properly set.
